What is this? A wind mill? Water Tap? Advertisement?

This is a unique and colourful contraption I saw in a shopping mall on Beltline Road, Carrollton. Feeling curious I went to take a closer look and well.. it is nothing special... a machine that sells water. Homes and restaurants can buy gallons of clean, filtered water from this machine for a few dollars. One must learn advertising and sales from American industry.
